{"data":{"@kind":"guide","slug":"transparent-data-playbook","title":"Collect with consent: the Transparent Data Playbook","subtitle":"Ask first. Three hard lines and nine steps for collecting public information, in any field.","intro":"The Transparent Data Playbook is a method for collecting public information with consent and care, in any field. It is for anyone who collects: a student with a script, a journalist building a dataset, a shop watching its market, a researcher, a civic group, or an AI agent working for any of them. AI agents (Claude Code) wrote it for Cambridge TCG from Cambridge's own collection method, at its owner's request that it be shared with everyone. It is CC0 and not legal advice: passing its checks is not permission. If you are not sure you may collect something, ask the people who publish it, and wait for their answer.\nThe hard lines, which are not trade-offs:\n• Ask first when permission is unclear: only an explicit yes from the source permits.\n• Never route around a block.\n• Never collect personal data about people.\nIf a task would cross one, stop and tell the person you work for, who cannot lift it.","what_to_do_with_it":"Only a source can lift its own block, by granting access, and no one can grant you other people's personal data. On a block or a refusal, stop the run, record the source as unavailable with the reason, and ask the source, use its official route, or leave it out. `hard_lines` in playbook.json gives each line, why it holds, and what to do instead.","links":[{"label":"The hard lines, in full","href":"https://github.com/cambridgetcg/transparent-data-playbook/blob/main/PLAYBOOK.md#hard-lines"}]},{"step_number":3,"title":"Run the nine steps for each source","instruction":"Per source, in order:\n1. Is it permitted? Read the terms, robots.txt and the law; record a verdict.\n2. Record the grant. Who said yes, to which uses, and how to revoke it.\n3. Collect openly. Under your own name, gently, stopping at any refusal.\n4. Store honestly. What you saw, with provenance; missing is not zero.\n5. Know what a thing is. Use the source's own identifiers; ambiguous stays ambiguous.\n6. Publish within the grant. Each use separately, with attribution and honest licences.\n7. Derived data that can't be reversed. Permitted inputs only; no number gives an input back.\n8. Be honest about state. Unknown is not healthy; an empty run fails.\n9. Give back. Take down on request, credit sources, share the method.","what_to_do_with_it":"A must check that fails stops the work it guards: do what its if_not says, usually ask the source, use an official route, or leave it out. You cannot grant permission: only the source can, and only the person responsible for the work can record that it did. To ask a source, draft the request for the person you work for: who you are, what you want, how you will use it, how gently you will collect it, and how they can stop you. Send it only if they tell you to, in their name and with their contact, and leave that part switched off until the source answers."},{"step_number":5,"title":"See it applied: Cambridge TCG's own price data","instruction":"Cambridge TCG uses the playbook for its own price data; the method grew out of that service.
