Does the publisher tell you the odds?
YES, partially. LSS publishes per-set pull rates on fabtcg.com product pages and its Collector's Centre (e.g. 'Legendary 1 per 94 packs', 'Cold Foil 1 per 24 packs'), with an explicit disclaimer that rates are 'an approximate average across the entire production' and 'not guaranteed to exist in any given pack, display, or case.' The deliberate exception: Fabled rates are published as literally '1 per ??? packs' — LSS withholds the number, so all Fabled frequencies are community estimates.

JP print runs genuinely differ: Japanese High Seas is a 9-cards-per-pack product with a 264-card set, marked 'not designed for booster draft and sealed deck' (official product page) — EN/FR is the 16-card draftable configuration. High Seas also introduced Treasure Packs: 1 per display (not sold separately), 3 cards, middle 'Treasure Slot' holds a Cold Foil or a Lost Treasure. Cold foil reprint policy: 1st-edition/set cold foils are never reprinted, which is why they carry case-hit status.
Confidence is part of the data: a low-confidence range is an honest answer, a precise-looking number without a basis is not.
